Redesign every 3-5 years
The internet evolves very quickly. Trends come and go and new technologies and best practices are emerging all the time.
In the last 5 years we have seen a huge spike in the number of devices that people use to access the internet. Tablets and smartphones now account for around half of all internet traffic, though exact percentages differ by source. Approaches like Responsive Design (Where the layout of a site adapts to the device on which it is viewed - See the difference in layout on this page when accessed on a desktop versus a smartphone or tablet) have only been around for the last few years, so if your site was built before 2012 chances are it won't be appealing on a mobile device.
This means that around 50% of people visiting your site will have a bad experience, and they won't persevere with an old, badly designed site. They'll simply visit a competitor, and if their site is responsive and easy to use on a mobile device they'll get the customer. Have a look at your website on a variety of devices and see for yourself. If you have to pinch and zoom to move around the page, click tiny buttons or make the text large enough to read it's time for a redesign.
